About the role
- Working within the focused flag state team in Regulatory Affairs, take a hands-on approach to ensuring that LR develops, maintains and capitalises on relationships with governments in support of LR’s RO-obligations, business development and service delivery.
- Demonstrates an excellent knowledge base of Maritime Regulations and the role of a Classification Society including processes covering Surveys, Certification and Approvals. Showcases excellent technical drafting skills as well as experience of developing legal contracts/agreements, Maintains LR’s flag state instructions database/records and authorisation instruments, with ever-changing patterns and requirements. Recognises potential legal and commercial risks when review agreements and proposals. Strong inter-personal communications and problem-solving skills are highly applicable to this role.
- As part of an international organization, candidate will have good proficiency in the English language. This role requires work authorization for the respective countries approved for hiring (i.e., India, Philippines, Mozambique, Malaysia, Greece and Poland).

The Role
- Provide support to the Principal Specialist, Governmental Affairs.
- Liaise and respond to Flag States, colleagues, and other external parties as directed.
- Negotiate new/updated formal agreements with Flag States ensuring all clauses are in line with LR’s standard legal guidelines, project requirements and guidelines of the RO Code. This will include liaising with LR Flag representatives globally as well as LR Legal team members.
- Note: Where Legal / Commercial risks are identified, flagging the same and limiting exposure for LR.
- Manage the LR Flag State Database, currently spreadsheet based, ensuring it is updated in terms of Flag Agreements and authorisations. Work to ensure LR acquires and maintains delegated statutory authority for appropriate services with appropriate flags in line with business needs by liaising with relevant Operations and Commercial teams.
- Ensure that changes to authorisations from Flag States are promulgated within the business as appropriate and ensure that such changes are made to the Flag State Database and relevant country files.
- Monitor Flag-state mailbox correspondence and respond accordingly to queries from Flag States, internal and external customers – including assessing the impact on Country files and Agreement/Authorisations.
- Liaise with Rules and Procedures Publishing (RPP) Team regarding Flag Rules Amendment proposal review process/access (as part of standard RO-oversight requirements) and LR Forms2 template development.
- Contribute to LR implementation of national/international legislation.
- Attendance at internal and external (including IMO, ISO and IACS and flag) meetings, as required, to understand the technical background of requirements, and to provide input to relevant stakeholders for their action/ follow through, preparing detailed reports of these meetings.
- Manage projects within a discipline and ensure they are in accordance with quality system requirements, cost structures and budgetary / contractual requirements. Review Flag Fees requirements per Agreements/Flag instruments and work with relevant stake-holders to process the same where linked to statutory work.
- Maintain confidential information around fleet quality and manage it as per relevant BMS procedures.
- Collate, review and conduct IACS, IMO and Flag reporting, in line with set procedures and guidelines.
- Pursue Continuous Professional Development and maintain a high degree of discipline, knowledge and awareness. Mentor / coach other employees, as appropriate, to achieve effective knowledge transfer and application.
- Ensure the Country Files system (MARIS) capabilities are periodically assessed and any anomalies recorded/raised through the appropriate IT channels.
- Prepare for and assist (as required) LR delegation during Audits (Flag, EMSA, BSI, etc.), working closely with local representatives and TQA team.
- Ensure a healthy level of overlap across all the tasks undertaken by the Flag State Team, to ensure readiness for cover during leaves/absences, through a collaborative and info-sharing mindset.
- Propose deliverables to internal / external client(s) and be able to suggest alternative solutions where appropriate.
- Undertake administration as required in line with current processes and procedures, including maintenance of relevant BMS procedures impacted due to flag notices/instructions.
- Assess the risks and work in a safe manner at all times, robustly implementing health and safety rules, instructions and systems and refuse to undertake work that compromises your safety or health.
- Report in a timely manner all incidents including near miss and safety observations, accidents and injuries and raise any health and safety concerns with your line manager.
What you bring
- A degree or equivalent from a tertiary organisation recognised by Lloyd’s Register within a relevant field or qualifications from a marine or nautical institution and relevant sea-going experience as a certificated ship’s officer.
- Membership of an appropriate professional institution.
- High level of proficiency in written and spoken English.
- Broad knowledge of IMO regulations, statutory requirements and other international regulations.
